In order for DECS and its subsidiaries to exploit the targeted market opportunities, the Group needs to employ a number of skilled individuals in computer technologies and other fields.  It is the express desire of DECS to use a small cadre of technology professionals who would hire and train young “disadvantaged” persons that have graduated from High School, such as youth from inner cities, Indian Reservations, returning Veterans of the US Forces and possibly released but reformed prisoners. 

To that end, DECS will task its subsidiary “not-for-profit” Work4Americans company (working name) to locate, hire, train under a reduced initial salary  apprenticeships in Computer technologies (hardware, software and networks) and medical services and then offer to those trained employees a two year contract of employment from one of the DECS companies or subcontract them elsewhere.  When equipped with training and a two-year experience, these employees may either stay with the DECS companies or seek a better life in the competitive marketplace – an opportunity that would not otherwise have.
